COUNTY GOVERNMENT OF TRANS NZOIA PUBLIC SERVICE BOARD

VACANCIES

Trans Nzoia County Public Service Board wishes to recruit competent and qualified persons to fill the following vacancies:

1. CHAIRPERSON OF THE COUNTY AUDIT COMMITTEE (1) POST – PART TIME

a) Requirements for Application

i. Be a Kenyan Citizen

ii. Be independent to the County Government of Trans Nzoia. The Candidate must not be a present or past employee of the County Government of Trans Nzoia, and must never have served as an agent of a business entity that has done business with the County Government of Trans Nzoia over the past two years.
iii. Possess at least an undergraduate degree from a recognized university in the field in which she or he has been practicing.
iv. High degree of integrity
v. Satisfy the provisions of chapter six of the constitution
vi. Have at least 10 years of experience in a senior management position, where their scope of work covered the entire organization they were working with.
vii. Be a member, in good standing, of professional bodies such as: IIA, ICPAK, ICPSK, IAK, APSEA, ACFE and any other relevant professional body.
viii. Not a holder of a political office.
ix. Demonstrate competence in leadership and business management
x. Possess a good understanding of Government operations, financial reporting, and auditing.

b) Duties and responsibilities

The audit committee chairperson shall perform the following duties among others:-

i. Set the agenda for each meeting with the committee members

ii. Provide oversight on risk management, controls and governance processes and audit affairs of the County Executive Committee regarding internal control and audit matter; and

iii. Follow up on the implementations of the recommendations of internal and external auditors

iv. Arrange for a periodic review of the effectiveness of the audit committee alongside its mandate.

v. Demonstrate independence and impartiality in decision making which accord with the legal, constitutional and policy requirement.

vi. Provide clarification to members on the audit committee’s responsibilities.

c) Terms of appointment

i. The chairperson of the committee shall be appointed for a term of three (3) years on a part time basis and shall be eligible for reappointment for a further one term only,
ii. The allowances payable to the members of the audit committee shall be as determined by the Salaries and Remuneration Commission.

2. MEMBERS OF THE COUNTY AUDIT COMMITTEE (3 POSTS) – PART -TIME

a) Requirements for appointment

i. Be a Kenyan Citizen
ii. Be a member, in good standing, of professional bodies such as: IIA, ICPAK, ICPSK, IAK, APSEA, ACFE and any other relevant professional body.
iii. Possess at least an undergraduate degree from a recognized university in the field in which she or he has been practicing.
iv. Have at least 5 years of experience in a senior management position, where their scope of work covered the entire organization they were working with.
v. Be independent to the County Government of Trans Nzoia. The Candidate must not be a present or past employee of the County Government of Trans Nzoia, and must never have served as an agent of a business entity that has done business with the County Government of Trans Nzoia over the past two years.
vi. Demonstrate a knowledge and understanding of the object, principles and functions of the County Government ofTrans Nzoia.
vii. Demonstrate competence in leadership and business management
viii. Possess a good understanding of Government operations, financial reporting, and auditing.
ix. Not a holder of a political office.

x. Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).

b) Duties and Responsibilities
The audit committee shall perform the following duties among others:

i. Assess and evaluate quality of the performance of the internal audit functions of the Commission,
ii. Evaluate internal and external audit reports and make appropriate recommendations,
iii. Ensure compliance with the recommendations of the Public Accounts
Committee (PAC),
iv. Undertake independent review of the County Government,
v. Ensure the intergrity and transparency of County Government Financial
Reporting process and
vi. Review the level of compliance with relevant legislative and requlatory requirements.

c) Terms of appointment

i. Members of the committee shall be appointed for a term of three (3) years on a part time basis and shall be eligible for reappointment for a further one term only,
ii. The allowances payable to the members of the audit committee shall be determined by the Salaries and Remuneration Commission guidelines.

3. ASSISTANT DIRECTOR, HUMAN RESOURCE MANAGEMENT (RECRUITMENT AND SELECTION) JG “P‟ (1 POST) – (RE- ADVERTISEMENT)
An officer at this level will be responsible to the Head of Human Resource Management (Policy, Recruitment and Selection) for development and review of guidelines on recruitment and processing of promotions and recommendations on appointment of persons to hold offices in the County Public Service.

a) Specific duties and responsibilities:

i) Processing of indents and advertising.
ii) Analyzing applications for the Board’s decision and direction. iii) Providing secretarial services to the selection committees.
iv) Scheduling and inviting shortlisted candidates for interviews.
v) Preparing selection committee reports for presentation to the Board for decision making.
vi) Any other duties as may be assigned by the Head of HumanResource
Management (Policy, Recruitment and Selection).

b) Requirements for appointment:

i) Served in the grade of chief human resource management officer or in a comparable relevant position in the public service for a minimum period of 3 years.

ii) A Degree in social science, such as government, sociology, economics, Public/ Business administration, Human resource/ Personnel management from a recognized university/ institution.

iii) Master’s degree in human resource management or business administration
(HR option).
iv) Attended a senior management course of not less than four (4) weeks. v) Computer application skills
vi) Shown merit and ability as reflected in work performance and results.
vii) Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).

4. ASSISTANT DIRECTOR –HUMAN RESOURCE MANAGEMENT
( PERFORMANCE MANAGEMENT,DISCIPLINE, APPEALS,ETHICS AND GOVERNANCE) JG “P” (1 POST) – (RE-ADVERTISEMENT)
An officer at this level will be responsible to the Head of Human Resource Management (Performance Management, Discipline, Appeals, Ethics and Governance) for assisting in the development and implementation of work plans, evaluation and advice on disciplinary and appeals cases.

a) Specific duties and responsibilities:

i) Receiving, analyzing and evaluating documents on petitions/appeals from the County Public Service / public and advising the Board on further action.
ii) Receiving and making recommendations to the Board on disciplinary cases.
iii) Assisting in the development, review and implementation of employee relations programmes in terms of grievance handling, promotions, re- designations and counseling for the County Public Service.
iv) Managing the custody of Wealth Declaration forms.
v) Developing programmes to promote values and principles of public service. vi) Developing a framework that will ensure compliance with national values and
principles of governance and
vii) Any other duties as may be assigned by the head of department.

b) Requirements for appointment:

i) Served in the grade of chief human resource management officer or in a comparable position in the public service for a minimum period of 3 years.

ii) A Degree in social science, such as government, sociology, economics, Public/ Business administration, Human resource/ Personnel management from a recognized university/ institution.
iii) Masters degree in Human Resource Management or Business Administration
(HR option).

iv) Computer applications skills.
v) Attended a senior management course lasting not less than four (4) weeks. vi) Shown merit and ability as reflected in work performance and results.
vii) Possess current statutory clearances: KRA, HELB, EACC and CID (certificate of good conduct)

5. ASSISTANT DIRECTOR, HUMAN RESOURCE MANAGEMENT ( HUMAN RESOURCE AUDIT) JG ‘P’ (1 POST) (RE-ADVISED)
An officer at this level will be responsible to the Head of Human Resource Management (Human Resource Audit & Quality Assurance) for follow up action on County Public Service Board decisions and delegated powers to County authorized officer.

a) Specific duties and responsibilities:

i) Organization of human resource audit records and working papers for scheduled and adhoc audit assignments.
ii) Undertaking statistical analysis on human resource management advisory
committee’s transactions.
iii) Initiation of the preparation of human resource management advisory meeting schedules in the County departments, offices and agencies.
iv) Facilitating the storage and retrieval of audit reports, and consolidation of
cases for presentation to the Board.
v) Coordination and organization of investigative visits and meetings in County departments, offices and agencies to ensure the adherence to set schedules of advisory meetings and
vi) Any other duties as maybe assigned by the head of department.

b) Requirements for appointment:

i) Served in the grade of Principal Human Resource Auditor/Principal Human Resource Management Officer /Principal Management Analyst or any other comparable and relevant position in the Public service for at least three (3) years.

ii) A Degree in social science, such as government, sociology, economics, Public/ Business administration, Human resource/ Personnel management from a recognized university/ institution.

iii) Master’s degree in human resource / Business Administration (HR option). iv) Computer application skills.
v) Attended a Human Resource Audit Techniques Course lasting not less than four (4) weeks from a recognized institution and,
vi) Shown merit and ability in managing human resource audit as reflected in
work performance and results.
vii) Possess current statutory clearances: KRA, HELB, EACC and CID (certificate of good conduct).

6. PRINCIPAL HUMAN RESOURCE MANAGEMENT OFFICER JG “N” – (2 POST)

An Officer at this level will be responsible to an Assistant Director of Human Resource Management for planning, co-ordination, organization and direction of Human Resource Management Services in a Department

a) Specific duties and responsibilities:
i. analyzing the staffing levels and making proposals for succession planning;
ii. analyzing utilization of human resources in the Department and advising
on proper deployment;
iii. analyzing staff progression and making proposals for career development;
and
iv. Ensuring the correct interpretation and implementation of human
resource regulations including pensions, salary administration, labour laws and other statutes that impact on human resource.
v. Any other duties as maybe assigned by the head of department

b) Requirements for appointments:

For appointment to this grade, an officer must have:
i) Serve as a Chief Human Resource Management Officer or in a comparable and relevant position in the Public Service for a minimum period of three (3) years
ii) A Degree in social science, such as government, sociology, economics,
Public/ Business administration, Human resource/ Personnel management from a recognized university/ institution.
iii) Management course lasting not less than four (4) weeks
iv) Shown merit and ability as reflected in work performance and results.
v) Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).

7. CLINICAL OFFICER, JOB GROUP ‘K’ – 2 POSTS (RE- ADVERTISEMENT)

a) Duties and Responsibilities:
This will be the entry grade and training grade for this cadre. An officer at this level will work under the guidance of a senior officer where duties and responsibilities will include taking history, examination, diagnosing and treating patients’ ailments at an Outpatient/Inpatient health facility; guiding and counseling patients, clients and staff on health issues ; referring patients and clients to appropriate health facilities; assessing , preparing and presenting medico-legal reports, coaching and mentoring students on attachment; carrying out surgical procedures as per training and skill; organizing health management teams and convening health management committee meetings; and collecting and compiling data for research on clinical services issues.
b) Requirements for Appointment:
For appointment to this grade, a candidate must have:
(i). Bachelor’s degree in Clinical Medicine from a recognized institution;
(ii). Certificate of Registration from the Clinical Officers’ Council; and
(iii). Certificate in computer application skills from a recognized institution

8. REGISTERED NURSE I, JOB GROUP `K – 11 POSTS (RE- ADVERTISEMENT)

a) Duties and Responsibilities:
Duties and responsibilities at this level will entail: assessing, planning, implementing nursing interventions and evaluating patient’s outcomes; diagnosing common health conditions; providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMCI), Integrated Management of Adolescents and Adulthood illnesses (IMAI), immunization and reproductive health; providing health education and counseling to patients/clients and community on identified health needs; referring patients and clients appropriately; facilitating patients’ admission and initiating discharge plans; maintaining records on patients/clients health condition and care; ensuring a tidy and safe clinical environment; collecting and collating data for research; evaluating healthcare outcomes on patients/clients and preparing individualised reports; conducting assessment of schools health needs; planning, implementing interventions and preparing periodic reports; and identifying occupational health needs and making appropriate recommendations.

b) Requirements for Appointment:

For appointment to this grade, an officer must have:
(i). Served in the grade of Registered Nurse II for a minimum period of three (3)
years:’
(ii). Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
(iii). Registration Certificate issued by the Nursing Council of Kenya;
(iv). Valid practicing license from the Nursing Council of Kenya;
(v). Certificate in computer application skills from a recognized institution; and
(vi). Shown merit and ability as reflected in work performance and results.
(vii). Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).

9. RADIOGRAPHER III, JOB GROUP ‘H’ – 3 POSTS (RE- ADVERTISEMENT)

a) Duties and Responsibilities:
This will be the entry and training grade for Radiographers cadre. An officer at this level will work under the supervision and guidance of an experienced officer. Specific duties will include: providing radiographic services to the patients; processing, verifying and maintaining information relating to patients; ordering and maintaining records of radiographic and photographic supplies.

b) Requirements for Appointment:
For appointment to this grade, a candidate must have:-
(i). Diploma in any of the following: Diagnostic Radiography / Medical Imaging Sciences, Ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography, Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its equivalent from a recognized Institution.
(ii). A computer proficiency application skills from a recognized institution
(iii). Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).

10. REGISTERED NURSE [3] JOB GROUP ’ H’-8 POSTS(RE- ADVERTISEMENT)
(a) Duties and Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level will entail: assessing, planning, implementing nursing interventions and evaluating patient’s outcomes;. Providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMCI), immunization, PMTCT, ante-natal care and delivery, providing health education and counselling to patients/clients and community on identified health needs; referring patients and clients appropriately;

(b) Requirements for Appointment

For appointment to this grade, a candidate must have:-

(i) Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
(ii) Registration Certificate issued by the Nursing Council of Kenya; and
(iii) Valid practising license from Nursing Council of Kenya;

11. PLASTER TECHNICIAN III, JOB GROUP ‘G’ – 5 POSTS (RE- ADVERTISEMENT)

a) Duties and Responsibilities:
This will be the entry and training grade for plaster Technicians cadre. An officer at this level will work under the supervision and guidance of an experienced officer: the duties will entail:-Application and removal of plaster and traction; Recording procedure carried out on patients; Counseling patients; Ordering plaster and other supplies; Assisting in planning and organizing orthopedic care.

b) Requirements for Appointment:
(ii). Plaster Technicians certificate from Kenya Medical Training College or any other recognized institution.
(iii). Be registered with Kenya Plaster Technicians Association.
(iv). Be proficient in computer applications.

12. EMERGENCY MEDICAL TECHNICIAN, JOB GROUP ‘F’ – 4 POSTS (RE-ADVERTISEMENT)

a) Duties and Responsibilities:
This is the entry and training grade for the Cadre. Work at this level will be carried out under close supervision and guidance of a more senior officer and will be subject to regular checks and verification. Officers at this level will be deployed in the Hospital Emergency Units and shall be deployed in the Ambulance Daily Operations under the supervision of a Registered Accident & Emergency Nurse/ Clinical Officer.

b) Requirements for Appointment:
For appointment to this grade, a candidate must be in possession of:
(ii). Kenya Certificate of Secondary Education (KCSE) mean grade C Plain or its approved equivalent;

(iii). Those with a certificate in Accident & Emergency Nursing will have an added advantage
(iv). Certificate in first aid training from St. Johns Ambulance, Red Cross or any other recognized Institution.
(v). Proficiency in computer applications.

13. HUMAN RESOURCE MANAGEMENT ASSISTANT III JG ‘H’ (4
POSTS)

Duties and responsibilities:
This is the entry grade for this cadre. An offer at this level will be deployed in a human resource management unit in Ministries/ Departments and will handle simple tasks of analytical nature. The officer may be required to implement certain decisions within the existing rules, regulations and procedures. An officer at this level will supervise clerical officers and other supporting staff.

Requirements for appointment
Direct appointment

Direct appointment will be made from candidates who have:

i) At least C- in the Kenya Certificate of Secondary Examination (KCSE); and ii) A diploma in Human Resource Management, Records Management or its
equivalent from a recognized institution.

Promotion

For appointment to this grade, an officer must:-

i. Have served in the grade of Senior Clerical Officer for at least three (3)
years;
ii. Be in possession of either of the following qualification:
– Part I f the Certified Public Secretaries (K) Examination or its equivalent; and
– A Certificate course in Human Resource Management, Records
Management, Complement Control, Pensions, Salaries;

OR
– A diploma in Human Resource management or records management or its equivalent from a recognized institution; and

– Have shown merit and ability as reflected in the work performance and results.
– Possess current statutory clearances: KRA, HELB, EACC and CID (certificate of good conduct).
